This innovative payment mechanism is designed for efficient management through greater control over fuel consumption and operating costs, thereby adding value to individuals and businesses.

If you are a new customer, go to your Google Play / App. Store, type HP Pay and install the app in your mobile phone and enter all the required information to Register / Enroll for the HP PAY Program. Login information will be sent to your registered mobile number to Add Money and transacting thru HP PAY. Or else, click on the below “Apply Now” link. Fill the details mentioned and submit the form. You will receive login and Account details instantly through E-Mail and SMS. Once the details are received, you can start transacting through HP PAY.
Add Money Made Easy
- Since it’s a prepaid card program you need to recharge your HP PAY Account to transact. Open HP PAY App and Click on “ADD MONEY” button to Recharge your HP PAY Account. Then the App will redirect to Payment Gateway Page for you to Add Money using Credit Card / Debit Card / Net Banking / Select Wallets / UPI. Once the money is added successfully, customer will receive a confirmation SMS.
- Alternately, Log on to www.hppay.in and click on “ADD MONEY” to recharge your HP PAY Account. Enter your mobile number and select your HP PAY Account from the drop down. Then the page will redirect to Payment Gateway page. In Payment Gateway, you can add desired money into your account using thru Credit Card / Debit Card / Net Banking / Select Wallets/ UPI. Once the money is added successfully, customer will receive a confirmation SMS.
Transactions never this Simple
- Now Petrol / Diesel Payment and HP Gas Cylinder Payment shall be made easily through HP PAY App by scanning QR Code and Enter Amount of transaction by yourself.
- On Payment for Petrol/ Diesel / Power / Turbojet / AUTO LPG / CNG / LUBE, Open HP PAY App, select Product and Scan HP PAY QR Code displayed by Forecourt Sales Men (FSM) at HPC Retail Outlets. Then Confirmation message will get displayed on the App page.
- On Payment for HP Gas Cylinder, open HP PAY App and Scan QR Code displayed by your LPG Cylinder Delivery Boy at your Door Step. In case you are a Ezy Gas Customer, you have to share your registered HP PAY Mobile Number to HP Gas Delivery Boy for him to enter the same on to Ezy Gas App. OTP will be sent to your registered mobile number. Advise OTP to Delivery Boy to complete the payment transaction. Then Confirmation message will get displayed on the App page.
Reward Points
- Reward program of HP PAY is powered by PAYBACK — India’s largest Multi-Coalition Loyalty programme. "PAYBACK" is brand name of Loyalty Solutions and Research Private Limited (LSRPL).
- LSRPL owns and operates a reward points-based Loyalty Program targeted towards customers and merchants in India. As a part of the Loyalty Program, LSRPL enters into arrangements with various organizations for participation in the Loyalty Program, for rewarding their customers and merchants (across all products and services made available by LSRPL through its network of third party vendors).
- HPCL will issue reward points on Purchase of Fuels at HPCL Retail Outlets in the form of PAYBACK Points, for this purpose every HP PAY Customer will be enrolled as a PAYBACK Member and issued PAYBACK Membership Account at the backend for Earning and Redeeming PAYBACK Points as per the terms and conditions specified by HPCL and LSRPL. PREAMBLE
This document is an electronic record in terms of Information Technology Act, 2000 and its amendments thereof from time to time and the rules thereunder as applicable and the amended provisions pertaining to electronic records in various statutes as amended by the Information Technology Act, 2000. This electronic record is generated by a computer system and does not require any physical or digital signatures.
YOUR USE OF THE HP PAY APP INDICATES YOUR AGREEMENT TO ALL THE TERMS AND CONDITIONS MENTIONED HEREUNDER INCLUDING THE PREAMBLE (hereinafter referred to as “the Terms of Use”), SO PLEASE READ THE TERMS OF USE CAREFULLY BEFORE PROCEEDING. By impliedly or expressly accepting these Terms of Use, You also accept and agree to be bound by HP Pay Policies (including but not limited to Privacy Policy).
Please read the Terms of Use carefully before using the HP Pay app or before registering, accessing or using the Services (defined below). HP Pay is a mobile application offered by Hindustan Petroleum Corporation Limited (HPCL) to provide their customers a Digital Mode of Payment for purchase of Motor Fuels , Liquefied Petroleum Gas , Lubricants from HPCL Retail Outlets ( Petrol Pumps), HPCL LPG Distributorships and HPCL Authorised Lube Distributors, retailers etc.
The Terms of Use is a legal contract ("Agreement") between You (hereinafter referred to as “You/User/your”) and Hindustan Petroleum Corporation Limited having its registered office at 17, Jamshedji Tata Road, Mumbai – 400 020 (hereinafter referred to as “HPCL/we/us/our”). You agree and acknowledge that you have read the Terms of Use set forth herein. If you do not agree to these Terms of Use or do not wish to be bound by these Terms of Use (including the most updated version of these terms and conditions), you may not use the HP Pay app or Services and/or immediately terminate the Services. In other words, your use of the HP Pay app or Services shall be deemed as your agreement to be bound by the Terms of Use set forth herien.
HPCL has the right to unilaterally amend the Terms of Use at any time by posting an updated version on the HP Pay app or at www.hppay.in ("HP Pay Site"). The updated version of the Terms of Use shall take effect immediately upon posting on the HP Pay app or at HP Pay Site. It is your responsibility to review these Terms of Use periodically for updates / amendments. Your continued use of HP Pay App following the posting of amendments shall mean that You accept and agree to the amendments including additional terms or removal of portions of these terms, modifications etc. As long as You comply with these Terms of Use, HPCL grant You a personal, non-exclusive, non-transferable, limited privilege to enter and avail the Services.
Terms and Conditions :
HP Pay is a payment solution which facilitates payments and acts as such by creating, hosting, maintaining and providing Services to you via the Internet. HP Pay provides its Services to customers through 'HP Pay' mobile application (“HP Pay App”), which acts as a container for various payment instruments including but not limited to Wallet, Debit/Credit card, Unified Payment Interface (“BHIM UPI”)and External Wallets (hereinafter collectively referred to as “Services”). HP Pay provides its Services to Users by enabling them to make payments for products and/or services and to businesses by enabling them to accept such payments from its customers/Users on their platform via HP Pay App. In Case of HP Pay , the payments can be made only to HPCL Retail Dealers , HPCL LPG Distributors, HPCL Lube Distributors and Retailers. In short, HP Pay is a closed loop payment solution and can be used only at HPCL enrolled merchants (hereinafter referred to as “HPCL merchant network”) ..
By using the Services, you acknowledge and agree that HP Pay is not a bank and the Services should in no way be construed as the provision of banking services. HPCL has provided this mobile app only to facilitate the payment for goods and/or services purchased/availed from the HPCL merchant network.

HP Pay offers its services in compliance with local laws and regulations.
HP Pay App comprises of the following payment instruments/services:
HP Pay Wallet:
"HP Pay Wallet" is a Closed Pre-paid Payment Instrument . You can use Debit Card, Credit Card , Net Banking , UPI etc to recharge the HP Pay wallet thru Payment gateway. If you do not wish to use wallet balance to make a purchase, you can use Payment Gateway or Direct Pay Option to make payment for goods/services Purchased from HPCL merchant network.
Payback Points:
Payback is a multi-coalition loyalty program run by Loyalty Solutions & Research Pvt Limited. where in multiple partners participate. HPCL offers loyalty points to the Users of HP Pay app in the form of Payback Points. 4 Payback Points is equivalent to Rs.1 and can be used or redeemed for making payments in the HP Pay app. However, the Payback points shown in the HP Pay are accumulated Payback points from all the Payback participating partners.
Eligibility
The Services are currently available to customers who are resident of India, competent to contract as per the Indian Contract Act, 1872 , with an active Indian mobile number, a smartphone and having a bank account in India.
HP Pay payment is available only to people:
Buying Fuel at HPCL Retail Outlet, LPG Cylinder/s at HPCL LPG Distributorship or HP Lubricants at HPCL Retail outlet or HPCL Lube Distributors or HPCL Authorised Retailers.
who have downloaded HP Pay App and have completed HP Pay Registration Process.
Registration
In order to use the full spectrum of the Services, You need to register on the HP Pay App and provide Us with accurate and complete information as requested. You are also required to keep your accounts and contact information complete and updated at all times. Any account found to contain incorrect and/or outdated information will be liable to be suspended and the decision of HPCL in this regard shall be final.

Mobile Number
Upon downloading the HP Pay App, You have to necessarily allow permission to HP Pay to send an OTP SMS to Your smartphone, which allows HP Pay to facilitate verification of Your mobile number and register Your device details against Your HP Pay account. This is a mandatory security step, and You agree that HP Pay has the sole right to not allow you to use the HP Pay app without the completion of this step.
It is Your responsibility to provide Your correct mobile number so that We can communicate with You via SMS. You understand and agree that if We send you an SMS but You do not receive it because Your mobile number registered with HP Pay is incorrect or out of date, blocked by your service provider, or you are otherwise unable to receive SMS, We shall be deemed to have provided the communication to You effectively. Please note that if You use a spam filter that blocks or re-routes SMSes from senders not listed in Your contacts, you must ensure that HP Pay SMSes are marked as trusted or 'not-spam', so that you will be able to view the Communications we send to you.
Email Address
It is Your responsibility to keep Your primary email address up to date so that We can communicate with You electronically. You understand and agree that if We send you an electronic communication but You do not receive it because Your primary email address registered with HP Pay is incorrect, out of date, blocked by your service provider, or you are otherwise unable to receive electronic Communications, We shall be deemed to have provided the communication to You effectively. Please note that if You use a spam filter that blocks or re-routes emails from senders not listed in Your email address book, you must add HP Pay to your email address book so that you will be able to view the Communications we send to you.
You can update your primary email address at any time by logging into the HP Pay App. If Your email address becomes invalid such that electronic communications sent to you by Us is returned, We may make your account to be inactive, and You will not be able to transact using the HP Pay app until We receive a valid, working primary email address from you.
Device Information
The device (smartphone) on which You download HP Pay App and use during registration, shall become Your registered device and it's details shall be stored by us. The moment You log into your HP Pay account from a different device using the HP Pay app, we will record the details of the new device against your registered mobile number.
Customer can use only one devise at a time for use of HP Pay Service.
Any Other information
HPCL reserve the right to ask for and store additional information to either extend more Services or even as additional requirement for continuing the existing Services or sub-services.
Terms of Use of HP Pay Wallet
These terms and conditions regulate the use of Closed Prepaid Payment Instrument or such other services which may be added from time to time under the brand name “HP Pay Wallet” (hereinafter referred to as “HP Pay Wallet” or just “Wallet”) offered by Hindustan Petroleum Corporation Limited
By proceeding to use the HP Pay Wallet, you signify your consent to be bound by these Terms of Use (hereinafter “Wallet T&Cs”) in addition to agreeing to the HP Pay Terms and Conditions mentioned above.
Further, the term "Merchant" shall include any establishment and/or entity who accepts the HP Pay wallet as a payment method for purchase of goods and/or services. Similarly, the term "Buyer" shall refer to the person who purchases any of the goods or services provided by the Merchants and pays for such goods/ services through the HP Pay Wallet.
When you transact using the HP Pay Wallet through the HP Pay App , these Wallet T & Cs will be applicable to you. We reserve the right, at Our sole discretion, to change, modify, add or remove portions of these Terms of Use, at any time without any prior written notice to You. It is Your responsibility to review these Terms of Use periodically for updates / changes. Your continued use of HP Pay wallet following the posting of changes will mean that You accept and agree to the changes/modifications including additional Terms or removal of portions of these Terms, modifications etc. As long as You comply with these Terms of Use, We grant You a personal, non-exclusive, non-transferable, limited privilege to utilize the HP Pay Wallet and other services that maybe offered through HP Pay Wallet from time to time.
USING THE HP Pay WALLET INDICATES YOUR AGREEMENT TO ALL THE TERMS AND CONDITIONS. HENCE, PLEASE READ THESE TERMS CAREFULLY BEFORE PROCEEDING.
By impliedly or expressly accepting the Wallet T&Cs, you also agree and consent to be bound by all HP Pay Policies including the Privacy Policy.
Registration, KYC Compliance and HP Pay Wallet Activation:
You shall be able to register by creating a HP Pay account through the HP Pay App and activating your HP Pay wallet by providing the required details, authorizing yourself by an OTP verification, providing basic details as more fully set out below and agreeing to the Wallet T & Cs.
Kindly note that the HP Pay login id created by you shall be used to access all your instruments including but not limited to HP Pay Wallet at present and , Credit/Debit Cards, BHIM UPI and other 3rd Party Wallets in case HPCL opts to provide such facility.
To register for a HP Pay Wallet, you:
must be a tax resident of India;
must be at least 18 (eighteen) years of age; and
have a valid HP Pay Account with us.
The types of HP Pay Wallets that will be activated for you will be dependent on the Know Your Customer (“KYC”) details provided by you to HP Pay
What is KYC?
“KYC” shall mean Know your Customer and refers to the various norms, rules, laws and statutes issued by the Reserve Bank of India (“RBI”) from time to time under which HP Pay is required to procure personal identification details from you before any services can be delivered. Know your Customer (KYC) documents may be requested for by HP Pay from you at the time of activation and/ or at a later date, for availing and / or continuing to use HP Pay wallet.
You are informed that, as per RBI guidelines read with the Prevention of Money Laundering Act, 2002 and rules made thereunder it is mandatory to do KYC or provide basic identification details before activation of the HP Pay Wallet for a User. Kindly note that you should provide valid Indian KYC documents for the purposes of verification and activation of the Wallet as more fully stipulated below. HPCL does not validate any documents of foreign origin.
HPCL shall not be responsible for wrong details being provided by you. In the event the KYC details or beneficial owner information provided by you are found to be incorrect/ insufficient, HPCL shall have full right to refuse activation of your Wallet or cancel your Wallet. Further, HPCL retains the right to share the details of the transaction undertaken using your HP Pay Wallet and the end beneficiary/ KYC details with RBI, as per statutory guidelines issued from time to time.
You need to upload scanned copies of the original Document while doing the enrolment and existing Users can upload the scan copies in HP Pay App under KYC details. Under KYC details, you need to provide Identity proof and Address proof.

Wallet Categories :
The different categories of HP Pay Wallets based on KYC compliance and details provided by a User are as follows: -
minimum KYC Wallet:
For initial activation of your HP Pay Wallet, the mobile number of the User will be verified by sending a One Time Password (OTP) to the User’s mobile phone device via SMS. Please note that only mobile numbers of Indian telecom providers will be permitted. The User will then be required to enter the OTP sent to the mobile device on the HP Pay Application’s Wallet activation page. Once the OTP is verified, the User will have to provide a self-declaration of his/ her name and enter the unique identification number of any Officially Valid Document (defined below) as well as accept the Wallet T & Cs. Once the User’s Officially Valid Document self-declaration and Wallet T & Cs acceptance is complete, the HP Pay Wallet will be activated. Please note that you will be allowed to use only one HP Pay Wallet at any given point of time.
Users of international mobile numbers shall not be eligible for activation of HP Pay wallet. You agree that if You provide any information that is untrue, inaccurate, not current or incomplete or We have reasonable grounds to suspect that such information is untrue, inaccurate, not current or incomplete, or not in accordance with the requirements of HP Pay as intimated from time to time, HP Pay shall have the right to indefinitely suspend, terminate or block access to Your HP Pay Wallet and the decision of HPCL in this regard shall be final.
Features:
This category of Wallets are reloadable only through a debit card , Credit Card , Net Banking , BHIM UPI , Redemption of Payback Point , any cashback or promotional rewards offered by HPCL or from refunds that might arise due to cancellations and returns of your transactions at third party partner Merchant and can be used only for purchasing goods and services from Merchants registered with HP Pay only (HP merchant network). Cash loading of HP Pay Wallet is not permitted.
Top Up and Loading Limits: You will be able to load in this category of Wallet a maximum INR 10,000/- per month, and maximum INR 1,20,000/- in a financial year. In addition, the available balance in such Wallet shall not exceed INR 10,000/- at any given point of time. The same balance will be available for purchases from merchants.
Restrictions:
Users with Minimum KYC HP Pay Wallets will not be allowed to transfer the money in their Wallets to bank accounts. Wallet to Wallet transfers shall not be permitted. The only time you can transfer money out of Minimum KYC Wallet is at the point of closure of the Minimum KYC Wallet by transferring the Wallet balance to your own account that is used to load your Wallet after completing KYC or transfer money 'back to source' i.e payment source from where the money was loaded).
Loading of Money: If you are a Minimum KYC Wallet holder and your Wallet already has an outstanding balance of Rs. 10,000/- or more, you will not be permitted to perform any further loading unless the balance goes below Rs. 10,000/-.
You will be allowed to perform debit transactions in Minimum KYC Wallet upto a maximum of Rs 10,000/- per month.
HP Pay has also incorporated certain velocity checks i.e. restrictions on number/value of wallet top-ups and purchase transactions to prevent, detect and restrict occurrence of fraudulent transactions.
There is a certain cooling period, which will be determined by HPCL, before which you cannot withdraw the funds to your bank account after the wallet top up is done. This is done to prevent, detect and restrict occurrence of fraudulent transactions.

HP Pay wallet is one of the payment options available to the Users at Merchant Outlet and We take no responsibility for the goods and/or services purchased using the HP Pay wallet and any liability thereof is expressly disclaimed.
User can pay directly to merchant if:
- The order value exceeds the available amount in the HP Pay wallet; or
- The User has exceeded his/her limit for Purchases using the wallet, as per the HP Pay rules
Completion of KYC for Partial KYC Wallets:
If you have provided basic details and opened Minimum KYC Wallet Account and upgraded the same to Partial KYC wallet ,you can continue to use the HP Pay wallet. In case you wish to upgrade to Full KYC wallet you can do so by uploading scanned documents as mentioned below in HP Pay app.
Full KYC Wallets:
You can convert your existing Minimum KYC Wallet or Partial KYC wallet into a Full KYC Wallet by providing the requisite KYC documentation to HP Pay
For the purpose of completing KYC compliance, you will be required to share documents, such as proof of address, proof of identity,
You hereby give consent to HP Pay for using copies of the KYC documents (including the information contained in such documents) submitted by You digitally or otherwise ("KYC Documents"), for completing Your KYC and Customer Due Diligence as required under applicable laws, to validate and approve your Full KYC Wallet. If you complete the KYC process to the satisfaction of HPCL and furnish all details requested for, HP Pay will activate your Full KYC Wallet within a reasonable period of time and HP Pay will confirm status of your KYC on the app. In case of any information about KYC, you can write to us KYC@hppay.in
Features of Full KYC Wallet:
You will be able to load money in such Full KYC account upto a maximum of INR 20,000/- (Rupees Twenty Thousand ) per month. The available balance in such Full KYC account shall however not exceed INR 20,000/- (Rupees Twenty Thousand) at any given point of time. Money can be topped-up through BHIM UPI or a debit card/credit card, net banking or from refunds that might arise due to cancellations and returns of your transactions at third party partner Merchant Platforms or redemption of Payback Points or by any cashback or promotional rewards offered by HPCL. HP Pay wallet will be displayed as an option on the order return/cancellation screen for all such refunds. HP Pay has the sole discretion to not allow refunds into the HP Pay wallet for purchases made through any particular payment method.
HP Pay wallet can be used to purchase products and services at any HPCL merchant network. HP Pay wallet can be used by selecting it as the payment mode at the time of payment.
HP Pay currently permit money transfer between Wallets only in case you have completed Full KYC..
HP Pay wallet is one of the payment options available to the Users on Merchant Location and We take no responsibility for the good and/or services purchased using the HP Pay wallet and any liability thereof is expressly disclaimed.

The User will be allowed to withdraw his/her HP Pay Full KYC Wallet balance to his/her bank account anytime. In all cases, the top-up amount shall be reversed only to the bank account from where the amount is loaded to HP Pay Wallet
There is a certain cooling period, which will be determined by HPCL, before which you cannot withdraw the funds to your bank account after the wallet top up is done. This is done to prevent, detect and restrict occurrence of fraudulent transactions.
Withdrawing money from HP Pay wallet in the form of cash is not allowed.
The User shall be solely responsible for providing the updated and correct details of his/her bank details in case of refund.
Please note that although you are permitted to transfer money to other HP Pay wallet , the number of Pay Your Friend Transaction is restricted to 10 numbers in a day.
You will be receiving an alert via SMS to the registered mobile number when any fund transfer is completed.
A User with a Full KYC Wallet can at his/ her option close the Wallet at any time by place a request with HP Pay by writing to closeaccount@hppay.in. The outstanding balance at the time of closure shall be transferred to the Customer’s bank account and/or to ‘back to source’ (payment source from where the Full KYC Wallet was loaded). The Customer hereby agrees and understands that HP Pay shall be entitled to call for the relevant information/documents pertaining to User’s bank account and/or ‘back to payment source’ instrument to which funds have to be transferred post closure of the Full KYC Wallet.
General Wallet Terms:
Users may note that cash withdrawal from the Wallet is not allowed. Any outstanding credit in the Wallet must be utilized only to make payments for bona fide Transactions at Merchant locations or Person-to-Person transfers ( Only in case of Full KYC Customers)
All categories of Wallets are non-transferable in nature.
No interest is payable on the outstanding Wallet balances.
A User is permitted to operate only 1 (one) Wallet. Any suspected violation of this condition shall constitute grounds for suspension of the User’s access to all Wallet accounts of the User. The decision of HPCL shall be final in this regard.
Further, the continued availability of the HP Pay Wallet shall also be subject to the requirements under law, regulations or directions connected to closed loop pre-paid payment instruments.
HP Pay reserves the right to suspend/discontinue the Wallet at any time, for any cause, including, but not limited, to the following-
For any suspected violation of the rules, regulations, orders, directions, notifications issued by RBI from time to time or for any violation of any HP Pay Terms;
any suspected discrepancy in the particular(s), KYC documentation provided by the Users; or
to combat potential fraud, sabotage, wilful destruction, threat to national security or for any other force majeure event; or
HP Pay in its sole opinion and discretion believes that cessation/ suspension of the User’s Wallet is necessary for any other legitimate purpose;
Rewarding in HP Pay
We provide loyalty points to customer for purchase of goods and/or services from HPCL merchant network. The loyalty points are given in the form of Payback Points. By agreeing to the terms and conditions mentioned herein, you agree to enrol yourself for Payback and allow us to link your HP Pay account with Payback for Loyalty points purpose.
KYC Compliance Terms:
For the purpose of providing a convenient experience to Users and ensure that all Users sign up to be fully KYC compliant, HP Pay provides a digital process to enable Users to comply with KYC requirements. Through this paperless process, you can upload your KYC documents through the HP Pay Application
KYC documents that HP Pay receives from you directly does not guarantee your continued use of your Wallet Account. However, you represent and warrant to HP Pay that the documents you submit and other information you share in connection with the KYC compliance process are true, updated, genuine and correct and you agree to keep HP Pay/HPCL indemnified and harmless from any damage, injury, loss, costs etc. arising from third party claims including claims from government authorities in connection with the same.
HP Pay reserves the right to reject documents submitted by You at the time of verification and require you to resubmit the requisite documents for the purpose of satisfactorily completing KYC subject to such limitations and restrictions on re- attempts as HP Pay may from time to time set out.
If you submit your KYC documents necessary for Full KYC Wallet and the documents are verified and approved by HP Pay, your Wallet Account will be upgraded to Full KYC Wallet within a reasonable period of time as will be notified to you by HP Pay. If You fail to meet the KYC requirements for upgrading to Full KYC Wallets, Your Wallet will be blocked.
You also acknowledge and agree that the KYC documents submitted to HP Pay will be valid for any financial products or services offered by HP Pay or HPCL, its subsidiaries, affiliates or its partners, whenever You opt to use these product and service offerings of Our affiliates and partners. You shall have the option to explicitly consent to HP Pay or HPCL sharing your KYC information with any partners or affiliates/ subsidiaries. In the event you opt to avail of service/ product offerings of our affiliates/ partners and once you have consented, these third parties shall be authorized to use such KYC documents for purposes connected to their service/ product offerings which you have expressly consented to avail.
Confidentiality: We shall ensure that all your confidential data pertaining to money transactions, bank account details and all other sensitive personal information are protected and kept confidential by employing the best available protection standards elaborated in our Privacy Policy.

Membership Fees
Membership is free for Users. HP Pay does not charge its Users any fee for creating an Account or use of Services. HP Pay reserves the right to change its fee policy from time to time. In particular, HPCL may at its sole discretion introduce new services and modify some or all the existing services offered. In such an event, we reserve the right to introduce fees for the new services offered or amend/introduce fees for existing services, as the case may be. Changes to the fee policy shall be posted on the app and website www.hppay.in and such changes shall automatically become effective immediately after they are posted on the website. Unless otherwise stated, all fees shall be quoted in Indian Rupees.
Charges for Loading the HP Pay wallet :
At present HPCL waives of the transaction charges for loading the wallet. However, as per policy of HPCL , the charges levied by Payment Gateway Service Provider need to be borne by you. HPCL shall publish such charges in HP Pay App.
Validity & Forfeiture Policy:
Your HP Pay wallet Account shall have a minimum validity period of 12 (twelve) months from the date of last loading/reloading of the Wallet and HP Pay may extend the validity period for such tenures as HP Pay may in its discretion determine. HP Pay may also terminate the Wallet at its discretion either without assigning reasons or on account of Your breach of these Terms or on account of a directive received from the RBI. Notwithstanding the foregoing, please note that HP Pay reserves the right to terminate Your HP Pay Wallet Account in case of violation of any policy or Terms of Use or any rule/policy issued by the RBI or Government of India or any other concerned body and in such event, any balance in your HP Pay wallet Account shall be credited back to your source account. In such an event, HP Pay shall report the matter to the concerned body and may freeze your HP Pay wallet until given a clearance by the concerned body.
Refund (if applicable)
In case of dispute , you will write to us at chargeback@hppay.in . The refund shall be processed as per policy and time lines applicable.
Once your Refund Request is received, we will send you an email to notify you that we have received your request. We will also notify you of the approval or rejection of your refund.
If you are approved, then your refund will be processed, and a credit will automatically be applied to your credit card or original method of payment, within 7 business days.

Late or missing refunds (if applicable)
If you haven’t received a refund yet, first check your bank account again. Then contact your credit card company, it may take some time before your refund is officially posted. Next contact your bank. There is often some processing time before a refund is posted.

One Time closure option
Existing users that do not want to complete KYC will have a one-time option to withdraw money and close the wallet. However, the following conditions shall apply: -
- Any withdrawable balance will only be transferred back to the source
- Any non-withdrawable balance like cashback will be reversed back to HPCL
- No top-ups will be allowed after closure
- Any pending refunds will not be credited to a HP Pay closed loop wallet
- Wallet cannot be closed for 7 days if you have recently done a wallet top-up
If you avail the above-mentioned option, it shall be deemed that you have agreed to the conditions mentioned herein
Inactive Wallet
Any wallet with no financial transaction for 12 months from the date of wallet creation/KYC status change will be treated as an Inactive Wallet
You will not be able to use existing wallet balance for merchant transactions if your Wallet is in inactive state. However, the same will not effect pending refunds, which will be credited to your wallet
Wallet top-up will also be disabled for inactive Wallets
However, you can reactivate the wallet subject to HP Pay completing appropriate due diligence and OTP based validation of the registered mobile number linked to your Wallet.
Prohibited Uses of Wallet:
Without prejudice to the other restrictions and limitations contained above, you shall not under any circumstances: -
use the Wallet to defraud HPCL, HP Pay, our affiliates or other members or users of HP Pay app, or engage in other unlawful activities (including without limitation dealing in products or services prohibited by law);
impersonate any person or entity, falsely claim or otherwise misrepresent an affiliation with any person or entity, or access the accounts of others without permission, forge another person’s digital signatures or perform any other fraudulent activity.
post or transmit any message, image or data which is pornographic in nature.
purchase anything (products or services) using fraudulent funds
use the Wallet balances in a manner that may result in complaints, disputes, imposition of fines, penalties, chargebacks or any other liability to HP Pay; or
use the Wallet for money laundering, tax evasion or any other illegal activities.
You agree to indemnify and keep indemnified HPCL, its employees, affiliates, HPCL Merchant network from any loss, damages, cost, expense etc. arising from your contravention of the above-mentioned prohibited use of wallet.
Your Responsibilities:
In connection with your use of the HP Pay Wallet, it shall be your responsibility to adhere to the following:
Promptly inform HP Pay of any unauthorized usage of your Wallet or loss of mobile device and any other circumstances which may lead to unauthorized usage of your account. The responsibility of any transaction prior to intimation, will solely be on the registered User;
that when you acquire goods from a Merchant and pay the Merchant through the HP Pay Wallet, you understand that we are not a party to the contract between you and the Merchant. Complaints related to Payments shall be handled by HP Pay. The complaints related to goods and service including Quality & Quantity shall be handled thru HPCL online portal , https://www.hindustanpetroleum.com/cms
In case any amount is transferred erroneously by You to any Merchant or any other person, HP Pay shall not be liable to refund such amount to You under any circumstances.
Any web-link on the website to a third-party site is not an endorsement of that web-link. By using or browsing any such other web-link, you shall be subject to the terms and conditions in each such web-link.
In the event of any dispute, HP Pay records shall be binding as the conclusive evidence of the transactions carried out through use of HP Pay Wallet.
HP Pay shall send all customer communications by SMS and/or email and they shall be deemed to have been received by You after they have been submitted for delivery to the SMS/email service providers.
agree to receive all commercial message including transactional messages from HP Pay/ HPCL Merchant network.
To use the Wallet in good faith and in compliance with all applicable laws and regulations.
be solely responsible for payment of any taxes, duties or other governmental levies or any financial charges that may be imposed on any products or services purchased or supplied by a Merchant or otherwise arising from online transactions.
ensure that the HP Pay Wallet is not used for Transactions in foreign currency. HP Pay Wallet is issued & shall be valid only in India and shall be used at Merchant located in India only.
Anti- Money Laundering:
HPCL strongly condemns and prohibits money laundering and any activity that facilitates money laundering or financing of terrorist or criminal activities and you will not use HP Pay or HP Pay Wallet for such purposes.
Unauthorised Transactions and Redressal:
An unauthorized transaction occurs when a payment is made from your account that you did not authorize. For example, if someone makes a transaction from your account using a stolen password, an unauthorized transaction has occurred. If you provide access to your Wallet to a third party (by disclosing your login information or any other information) and they conduct transactions without your knowledge or permission, you are responsible for any resultant use.
The liability of any misuse or unauthorized transaction is solely Yours, until you report the issue to HP Pay with appropriate information such as order number , mobile number of HP Pay account etc.
An unauthorized transaction occurs when your Debit/Credit card details and OTP(one time password) or ATM PIN details are compromised and they conduct transactions without your knowledge or permission, you are responsible for any resultant use. The liability of any misuse is solely Yours, until you report the issue to HPCL
In the event of an unauthorized transaction in your account, you should immediately notify HP Pay if you believe:
there has been an Unauthorized Transaction or unauthorized access to your account;
there is an error in your account history statement (you can access your account history statement by logging into your app and go to transaction history section;
your HP Pay username and password and/or bank account BHIM UPI PIN has been compromised;
your device with the HP Pay App has been lost, stolen or deactivated;
For unauthorized transactions or errors in your Account, notify us by Calling on 18001039811 or by sending an email to support@hppay.in
No Refunds:
All payments made through HP Pay for Fuel Purchase, LPG Cylinder Purchase or HP Lubricants, P2P transfers shall be final. Such transactions cannot be refunded, returned or cancelled once initiated.
User Errors:
If you erroneously send a payment to the wrong party or send a payment for the wrong amount (for instance a typographical error at your end) your only recourse will be to contact the party to whom you have sent the payment and ask them to refund the amount. HP Pay will not reimburse you or reverse a payment that you have erroneously made.
However, if We discover an error at Our end, as a consequence of which You receive a lesser amount than your entitlement as a credit to the Wallet, HPCL may credit your account for the difference. If the error results in your receipt of more than the correct amount to which you are entitled, HP Pay may debit the extra funds from your Wallet balance.
Disclaimers:
You agree that all risks arising from online transactions will be borne by You.
HP Pay and third-party partners make no warranty, express or implied regarding the quality of Services including but not limited to:
- i) the Services will meet your requirements;
- II) the Services will be uninterrupted, timely or error free; or
- III) any products, information or material obtained by You in connection with the services will meet Your requirements.
Except as expressly provided herein and to the full extent permitted by law,the Wallet feature is provided "as is", "as available" and "with all faults". All such warranties, representations, conditions, undertakings and terms, whether express or implied, are hereby excluded. It is Your responsibility to evaluate the accuracy, completeness and usefulness of the Services and other information provided by HP Pay or generally available. We do not authorise anyone to make any warranty on our behalf and You should not rely on any such statement.
In no event will HPCL be liable for any indirect, consequential, incidental, special or punitive damages, including without limitation damages for loss of profits or revenues, business interruption, loss of business opportunities, loss of data or loss of other economic interests, whether in contract, negligence, tort or otherwise, arising from the use of or inability to use the Services, however caused Subject to the foregoing, any liability that HPCL or HP Pay may incur for any reason whatsoever shall be limited to Rupees One Hundred only (Rs.100).
If you have a dispute with a merchant, bank, credit card companies or any other 3rd parties, you agree to release HPCL/HP Pay(and our affiliates and officers, directors, agents, and employees thereof) from claims, demands and damages (actual and consequential) of every kind and nature, known and unknown, arising out of or in any way connected with such disputes.
Governing law Court Jurisdiction
This Agreement and the rights and obligations thereunder and the relations of the parties and all matters arising under or in connection with this Wallet Terms of Use the HP Pay Terms of Use, including the construction, validity, performance or termination thereunder, shall be governed by and construed in accordance with the laws of the Republic of India. The courts in Mumbai, Maharashtra shall have exclusive jurisdiction to try and adjudicate all matters arising in connection with your use of the Wallet or other matters covered herein.
Privacy
We collect, hold, use and transfer Your personal data in accordance with Our Privacy Policy for the purpose of providing Services as herein-mentioned. By agreeing to the Terms of Service, You hereby agree to Our Privacy Policy, which may be updated by Us from time to time. You understand and agree that, to the extent permitted by applicable law, any data provided by You in connection with the Services may be shared with Our merchant network, affiliates or partners. User Responsibilities
Beneficial Owner
You must be the beneficial owner of the Account, and conduct business only on behalf of yourself.
Username and Password
A set of username and password is unique to Your use of the Service and You shall not share, assign or permit the use of Your username and password to any other persons. You acknowledge that sharing of Your username and password with other persons (collectively, "multiple use") may cause irreparable harm to HPCL. You shall indemnify HPCL against any loss or damage suffered by HPCL as a result of such multiple use. You undertake to notify HPCL immediately of any unauthorized use of your username or password or any other breach of security. You agree that HPCL shall not be liable for any loss or damage arising from your failure to comply with this section.
You shall be solely responsible for:
- maintaining the confidentiality of Your HP Pay username and password
- maintaining the confidentiality of Your Bank account Password / Debit or Credit Card PIN and OTP messages
- maintaining the confidentiality of any credentials or/and information using which, one can impersonate you
- all transactions and activities that occur under your username and password
- all consequences of use or misuse of your username and password
- never sharing any of the above credentials with anyone including anyone claiming-from or from bank, HP Pay etc.
If you are a business entity, you agree that all officers, employees, agents, representatives and others having access to the username and/or password have been duly authorized by you to use the Services on your behalf and to legally bind you. You shall be responsible for all actions by current and former officers, employees, agents, representatives and others, regardless of whether authorized by you, that access the Services using the business' user name and password.
Wallet User Obligations
You must ensure the availability of sufficient funds before executing any transaction from your Account.
If you have submitted KYC documents to us, You shall intimate us about change in your address, if any, in writing along with such proof of address as per the KYC documents. Any such change need to be intimated to us vide email to kyc@hppay.in
Your HP Pay wallet might be a trusted instrument with certain merchants after validating your identity, in such cases misuse of wallet because of auto-authentication on same device because of lost/theft/misuse of device or information will be solely User's responsibility.
Consent to Electronic Communications and Transactions
By registering with Us, you consent to conduct transactions and receive communications, notices and information from us electronically, whether sent by e-mail or other electronic means. Electronic communications shall be deemed to have been received by you when We send the electronic communication to the email address/mobile number provided by You, or when We post the electronic communication on the website. You can withdraw your consent at any time by contacting Us, but We reserve the right to terminate your Account upon such withdrawal. Withdrawal of your consent will not affect the legal validity and enforceability of any notice, statement or disclosure previously received electronically. You agree to notify us promptly if your email address, phone number or other contact information changes by updating your account information or contacting us.
HP Pay Errors
We will rectify any error that we discover. If the error results in your receipt of less than the correct amount to which you are entitled, HP Pay may credit your account for the difference. If the error results in your receipt of more than the correct amount to which you are entitled, HP Pay may debit the extra funds from your account. The decision of HPCL in this regard shall be final.
Indemnification
You agree to indemnify HPCL/HP Pay, its affiliates, employees, directors, officers, agents, HPCL merchant network and representatives and to hold them harmless, from any and all losses, damages, actions, claims and liabilities (including legal costs on a full indemnity basis) which may arise, directly or indirectly, from your use or misuse of the Services or from your breach of the Terms of use of the Services. HPCL reserves the right, at your expense, to assume the exclusive defence and control of any matter for which you are required to indemnify HPCL including right to settle, and you agree to co-operate with HP Pay. HPCL shall use reasonable efforts to notify You of any claim, action or proceeding brought by a third party that is subject to the aforesaid indemnification.
Amendment
We will send notice of any change to You that involves an increase in fees or liability for You ("Material Change"), to the registered email address, and that Material Change will be effective 15 days from the earlier of posting it to our Website or otherwise communicating it to You. You will be deemed to accept any Material Change if you use the Website or Services after the 15-day notice period. We may make Material Changes without prior notice if immediate changes are necessary for security reasons.
HPCL may suspend and/or terminate your HP Pay wallet anytime with or without prior notice due to any change in rules, regulations and laws by the relevant government authorities/regulators. In addition, your bank may suspend/ terminate services at anytime with or without prior notice. HPCL will not be responsible for such service outages.
Intellectual Property Rights
Intellectual Property Rights for the purpose of this Terms of Use shall always mean and include copyrights whether registered or not, patents including rights of filing patents, trademarks, trade names, trade dresses, house marks, collective marks, associate marks and the right to register them, designs both industrial and layout, geographical indicators, moral rights, broadcasting rights, displaying rights, distribution rights, selling rights, abridged rights, translating rights, reproducing rights, performing rights, communicating rights, adapting rights, circulating rights, protected rights, joint rights, reciprocating rights, infringement rights. All those Intellectual Property rights arising as a result of domain names, internet or any other right available under applicable law shall vest in the domain of HPCL as the owner of such domain name. The Parties hereto agree and confirm that no part of any Intellectual Property rights mentioned hereinabove is transferred in the name of User and any intellectual property rights arising as a result of these presents shall also be in the absolute ownership, possession and Our control or control of its licensors, as the case may be.
Trademark, Copyright and Restriction
All material on this site, including images, illustrations, audio clips, and video clips, are protected by copyrights, trademarks, and other intellectual property rights and are the ownership of HPCL. Material on Website is solely for Your personal, non-commercial use. You must not copy, reproduce, republish, upload, post, transmit or distribute such material in any way, including by email or other electronic means and whether directly or indirectly and You must not assist any other person to do so. Without the prior written consent of the owner, modification of the materials, use of the materials on any other platform or networked computer environment or use of the materials for any purpose other than personal, non-commercial use is a violation of the copyrights, trademarks and other proprietary rights, and is prohibited. Any use for which You receive any remuneration, whether in money or otherwise, is a commercial use for the purposes of this clause.
Limitation of Liability
IN NO EVENT SHALL HPCL/HP PAY OR ITS AFFILIATED COMPANIES, SUBSIDIARIES, OFFICERS, DIRECTORS, EMPLOYEES, HPCL MERCHANT NETWORK OR ANY RELATED PARTY BE LIABLE FOR ANY SPECIAL, INCIDENTAL, INDIRECT OR CONSEQUENTIAL DAMAGES OR ANY LOSS OF REVENUE OR PROFITS ARISING UNDER OR RELATING TO THESE TERM OF USE OR IN CONNECTION WITH THE SERVICES. SUBJECT TO THE FOREGOING, OUR MAXIMUM AGGREGATE LIABILITY TO YOU FOR ANY CAUSES WHATSOEVER, AND REGARDLESS OF THE FORM OF ACTION (WHETHER LIABILITY ARISES DUE TO NEGLIGENCE OR OTHER TORT, BREACH OF CONTRACT, VIOLATION OF STATUTE, MISREPRESENTATION OR FOR ANY OTHER REASON) WHATSOEVER WILL AT ALL TIMES BE LIMITED TO INR ONE HUNDRED (INR 100).
Suspension or Breakdown of Systems
If You are unable to use the Services as a result of improper operation of the systems due to any of the following reasons, You agree you will not hold HPCL/HP Pay and our affiliates liable:
System suspension which has been announced by HPCL in advance through any mode of communication;
Failure in data transmission due to breakdown in the telecommunications equipment and systems;
Failure in system operations due to breakdown resulting from typhoon, earthquake, tsunami, flood, electricity blackout, war, terrorist attack, and other force majeure events which are beyond our reasonable control; or
The Services are interrupted or delayed due to hacking, authority, website upgrade, banks, and other reasons.

You agree that all risks arising from online transactions will be borne by You.
HPCL and third party partners make no warranty, express or implied regarding the quality of Services including but not limited to: i) the Services will meet your requirements; II) the Services will be uninterrupted, timely or error free; or III) any products, information or material obtained by You in connection with the services will meet Your requirements.
Except as expressly provided herein and to the full extent permitted by law, the Services are provided "as is", "as available" and "with all faults". All such warranties, representations, conditions, undertakings and terms, whether express or implied, are hereby excluded.
It is Your responsibility to evaluate the accuracy, completeness and usefulness of the Services and other information provided by HPCL or generally available. We do not authorise anyone to make any warranty on our behalf and You should not rely on any such statement.
If you have a dispute with other parties, you release HPCL (and our affiliates and officers, directors, agents, and employees thereof) from claims, demands and damages (actual and consequential) of every kind and nature, known and unknown, arising out of or in any way connected with such disputes.
General Provisions
If any provision of this Agreement is held to be invalid or otherwise unenforceable, then that provision shall be deleted and the remaining provisions shall remain valid and enforceable.
Headings are for convenience purposes only and in no way define, limit, construe or describe the scope or extent of such section.
Any failure by HPCL to exercise any of our rights under this Agreement shall not constitute a waiver of such right or a waiver with respect to subsequent or similar breach. A waiver shall be effective only if made in writing.
HPCL shall have the right to assign this Agreement (including all of our rights, titles, benefits, interests, and obligations and duties in this Agreement) to any person and you agree to the same. HPCL may delegate certain of HPCL rights and responsibilities under this Agreement to independent contractors or other third parties. You may not assign, in whole or part, this Agreement to any person or entity without our prior written consent which may be withheld at our sole discretion.
If there is any conflict between the English version and another language version of this Agreement, the English version shall prevail.
